If your agency is on the affected supplier list, you will need to move to an approved HSE supplier to continue receiving HSE shifts.

Can I stay in my current HSE placement if my recruitment agency is not a framework supplier?
Yes, if your placement is continuing, you can remain in your current placement by moving to an approved HSE supplier, such as Allpro Recruitment.
You will not be able to continue receiving shifts through an affected off-framework supplier once the new controls take effect.
How do I transfer from my current recruitment agency to an approved HSE framework supplier?
The first step is to contact an approved supplier and provide some basic information about your current role, agency and HSE placement.

How do I start transferring my current HSE placement to AllPro Recruitment?
Complete our HSE Transfer Options form or contact our team directly.
We will ask for some basic information about you, your profession, your current recruitment agency and where you are currently working. A member of our team will then contact you to discuss your situation and the next steps.
How long do I have to transfer to an approved HSE framework supplier?
Initially, some off-framework suppliers’ temp staff will be blocked from 1 November 2026.
If your agency is affected, we recommend starting the process as soon as possible rather than waiting until the November deadline.
What is changing for HSE agency workers from 1 November 2026?
From the 1st of November HSE will not permit off-framework recruitment agencies to provide HSE staff.
Affected workers will need to move to an approved supplier, such as Allpro Recruitment, for their staff category.
What happens after I register?
Once you register, a member of our healthcare team will review your details, talk you through the next steps, and let you know what is needed to move your application forward.
What happens if I don't move to an approved HSE supplier before 1 November?
If your current agency is one of the affected off-framework suppliers, you will no longer be able to receive HSE shifts through that supplier once the new controls take effect.
If you want to continue working HSE shifts, you should start the process of moving to an approved supplier, such as Allpro Recruitment, as soon as possible.
Will I lose my HSE placement if my recruitment agency is blocked
If your placement is continuing, moving to an approved supplier allows you to continue in your current placement. Allpro Recruitment is an approved, tier 2 HSE supplier.
The important change is that you will no longer be able to receive shifts through an affected off-framework supplier once the controls take effect.
Can I choose which approved HSE recruitment agency I transfer to?
Affected workers who are still required are to be provided with the list of approved suppliers for the relevant staff category.
If AllPro is an approved supplier for your staff category, you can contact us to discuss transferring to AllPro and continuing your placement where this is possible.
Do I have to change where I work when I move to an approved HSE recruitment agency?
Not if your current placement is continuing. You can move from an affected off-framework agency to an approved supplier and remain in your current HSE placement.
The change is to the agency supplying you rather than automatically requiring you to change your place of work.
